A 3D illustration of connected infrastructure, representing Terraform.

Building cloud infrastructure with code.

What Terraform is

Terraform is an open-source tool, created by HashiCorp, for building and managing computing infrastructure using code. Instead of manually clicking through a cloud provider's website to create servers, databases, and networks, you describe what you want in text files, and Terraform makes it happen. This approach is called infrastructure as code, and Terraform is one of its most popular tools, working across many cloud providers at once.

Infrastructure as code

Infrastructure as code means treating the setup of your servers and networks the same way you treat application code: written in files, stored in version control, reviewed, and reused. This replaces error-prone manual clicking with a clear, repeatable definition. Anyone can read the files to see exactly how the infrastructure is built, mistakes can be caught in review, and the same setup can be recreated identically in different environments.

How you describe infrastructure

In Terraform, you write configuration files that declare the resources you want, such as a particular server, a database, and the network connecting them. You describe the desired end state rather than the steps to get there, which is called a declarative approach. Terraform reads these files and works out what actions are needed to make reality match your description, whether that means creating, changing, or removing resources.

Plan and apply

Terraform's safety comes from its two-step workflow. First you run a plan, and Terraform shows you exactly what it intends to change before touching anything, so there are no surprises. If the plan looks right, you run apply, and Terraform carries out those changes. This preview step is invaluable, letting teams catch mistakes, such as accidentally deleting a database, before they actually happen.

Tracking state

To know what it manages, Terraform keeps a state file recording the current infrastructure it has created. It compares this state against your configuration to decide what needs to change. Managing this state carefully, especially sharing it safely among a team, is an important part of using Terraform well. The state is what lets it update infrastructure incrementally rather than rebuilding everything each time.

The bottom line

Terraform builds and manages cloud infrastructure from code, letting you declare the servers and networks you want and applying changes safely through a preview-first workflow. As a leading infrastructure-as-code tool, it makes infrastructure repeatable, reviewable, and version-controlled across many providers. Understanding it explains how modern teams create and change entire environments reliably without clicking through dashboards by hand.
